This report builds upon the Guinn Center's research into Nevada's dependence on federal funding by examining the pass-through funding from State Fiscal Year 2025, administered by the Nevada Department of Health and Human Services, Department of Education, and Department of Agriculture.

Nevada’s Native American Fee Waiver Program, implemented in 2021 across most NSHE institutions, has expanded access to higher education by reducing financial barriers for Native American students. While participation and reported benefits have grown, administrative complexity, uneven outreach, data gaps, and unmet non-tuition costs continue to limit the program’s full impact.
